Revise "Certification Committee Decision" and "Certification Dates" sections

Wording shall change to "Certification / Conformance (Committee) Decison" and "Certification / Conformance Dates".
Additionally those sections shall only be visible in audit report statuses "Pending CD" and "Closed".
