reflect surveillance and re-certification audit steps of certification process

The steps of certification are:
Cycle 1: Initial (creating cycle 1) > [ Surveillance > Re-certification (creating cycle 2) ] > [ Surveillance > Re-certification (creating cycle 3) ] > [ Surveillance > Re-certification (creating cycle 4) ]> .. etc.
In case of Option 2 Group certification and Option 1 Multisite with QMS each step (Initial, Surveillance, Re-certification) shall be summarized and reflected as separate Multireports.
In all cases it shall be possible to properly build the connection between Surveillance + Re-certification audits.
